Attached are two docs that might constitute "gray literature" in this area. While you probably already have it, Barth, et al, Research to Consider While Effectively Re-Designing Child Welfare Services, Research on Social Work Practice (2021): DOI:10.1177//10497315211050000 would be essential.

Ohio’s citizen review panels are interested in learning more about racial disproportionality and racism within the child welfare system. They are hoping to gather supplemental information from government reports, white papers, and other grey literature to accompany the academic literature they have collected. Has your state conducted a report on racism and/or racial disproportionality in the child welfare system? This could include a review of the problem, data, and/or any potential strategies to work towards solutions. Any information or links to reports would be helpful. Please feel free to send replies to my personal email address listed below.
