Hello Sarah, Attached are two docs that might constitute "gray literature" in this area. While you probably already have it, Barth, et al, Research to Consider While Effectively Re-Designing Child Welfare Services, Research on Social Work Practice (2021): DOI:10.1177//10497315211050000 would be essential.
