You've put your finger on a real challenging issue in the child welfare field, since so much of the research literature is essentially embargoed behind paywalls. Not like it isn't already difficult enough to bridge the research-practice divide and connect line staff with published articles... This article outlined a potential solution that I think is creative and worth exploring:
