A reminder that many states may be revising their laws (or already have) related to the change to the Child Abuse Prevention and Treatment Act (CAPTA) made last year (effective July 22, 2016) within the Comprehensive Addiction and Recovery Act (CARA). States had to include some discussion of how they have/are intending to respond to the CAPTA changes in CARA when they submitted their Annual Progress and Services Report (APSR) to ACF/HHS.
The Institute for Medicaid Innovation recently held a forum that has some important resources - http://www.medicaidinnovation.org/current-initiatives/uniting-stakeholders
There is obviously much discussion of the impact of the opioid crisis on child welfare – additional metrics also examine ingestions/overdoses involving children, parental arrest/incarceration (e.g., degree to which there is a co-occurrence of endangering the welfare of children or some similar offense alongside a drug related – either possession or sale/manufacture charge), grandparents raising grandchildren, etc.

Do you know of any research on the effects of state statutes defining in utero alcohol or drug exposure, or alcohol or drug use during pregnancy, as a form of child maltreatment?
Also, I am interested in any information on how state child welfare systems are addressing the opioid epidemic, specifically.
